A key leadership role responsible for setting environmental strategies, ensuring regulatory compliance, and managing all aspects of the site’s environmental performance. Plays a critical role in maintaining the integrity of environmental programs, permits, and systems in compliance with federal, state (TCEQ), and local regulations. Will lead a multidisciplinary team, engage with internal and external stakeholders, and ensure the successful implementation of the site’s environmental management system, while contributing to the site’s overall Health, Safety, Security, and Environment (HSSE) goals. Lead the implementation and maintenance of the Environmental Management System aligned with company and ISO 14001 standards. Ensure ongoing compliance with all relevant environmental regulations, including but not limited to the Clean Air Act (CAA), Clean Water Act (CWA) including Title V permitting, and Waste (RCRA). Oversee the development, tracking, and submission of all required environmental compliance reports (e.g., TRI, Emissions Inventory, Consent Decree, Sara Tier II, Annual Waste Summary, Pollution Prevention Plans, TPDES, GHG Reports, Title V). Manage site-wide environmental compliance activities including air quality, release reporting, stormwater, waste management, pollution prevention, and spill response. Lead preparation and submittal of permit applications and amendments (PBRs, NSR, Title V, RCRA, and TPDES) in collaboration with regulatory agencies (e.g., TCEQ, EPA). Oversee and participate in regulatory inspections, audits, and investigations; prepare formal responses to agency inquiries. Collaborate with operations, engineering, and maintenance teams to evaluate project impacts and ensure environmental compliance is integrated into the Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes. Direct the execution of environmental training programs across the site to ensure employee awareness and compliance. Monitor site-wide environmental performance data and trends; identify and implement continuous improvement opportunities. Develop and manage the site’s annual environmental action plan and budget, including the oversight of 13 staff. Serve as the primary site representative for environmental matters, including high-profile issues involving public or media scrutiny. Foster a proactive and resilient environmental culture aligned with the Leadership, emphasizing visible safety leadership and team development.
Qualifications:
Bachelor’s degree in Environmental Science, Engineering, Physical Sciences, or a closely related technical field.
Minimum 10 years of regulatory experience, with at least 5 years in a leadership or management role.
Deep working knowledge of federal and state environmental regulations, including CAA, CWA, RCRA, Title V, and TCEQ- specific programs.
Proven experience in environmental compliance in the refining or petrochemical industry.
Preferred Qualifications: Legal or master’s degree in a relevant discipline. Experience managing ISO 14001 certification and legal audits. Strong understanding of environmental permitting (air, water, waste) and associated regulatory deadlines. Risk management expertise including incident investigation and root cause analysis. Strategic thinking with a demonstrated drive for continuous improvement and team leadership. Experience engaging with regulatory agencies, trade associations, and senior leadership. Strong field experience and demonstration of environmental compliance program development and implementation.
